A new low-income, downtown housing project?

Foundation Communities is currently working on a low-income housing development at 11th and Trinity streets. The project, called Capitol Terrace, will include 135 small apartments with monthly rents in the $400 to $650 range, utilities included. They hope to complete the project and open in early 2014.
